Hetzner cron Phase 2 — full off-Mac coordination

Move all ecosystem-coordination crons from founder Mac to Hetzner VPS. Phase 1a LIVE (13 cron lines migrated). Phase 2 = remaining ecosystem coord (excluding founder-machine morning jobs).
